The IFRC delegation, Indonesia was established in 1998, centred on technical and financial support to Indonesian Red Cross (PMI) in its development and activities, in line with PMI's strategic priorities, without participating directly at the operational level;as well as act as a serving leader to coordinate support from other partners. PMI is the only humanitarian organisation in Indonesia that has a true nation wide coverage and is able to provide effective and timely Red Cross services, particularly to the most needing such services, with a spirit of neutrality, impartiality and independence. The PMI's 5 year overall country strategy, adopted in 1999, lays down 4 core areas :
Promotion of the Red Cross and Red Crescent Fundamental Principles and humanitarian values, disaster preparedness, disaster response and health and care in the community
